Centre Notifies Rules to Curb Fare Spikes
The Centre has notified airfare rules under the Bharatiya Vayuyan Niyam, 2026, BusinessLine and Moneycontrol reported. The rules take effect on 1 January 2027. Under Rule 192, the Central Government may issue written directions on airline tariffs if it considers that an extraordinary situation has arisen. Such directions must be proportionate and last only for a set period. The rules do not set a fare ceiling or any number that would trigger action.
Airlines must set fares with regard to factors including their cost of operation. They must file their tariffs with the Directorate General of Civil Aviation, or DGCA, the aviation regulator, which will monitor them. Airlines must also publish tariffs on their websites or another digital platform. Tickets and booking sites must show the total amount payable, with a break-up of fare, taxes, fees, cancellation charges and refund conditions. BusinessLine notes the rules do not require prior government approval of individual fares.
Our view is that the rules will improve price transparency for travellers but will not lower everyday fares. Travellers gain clearer ticket break-ups, and the government gains a legal tool for crises such as disasters or sudden route shutdowns. Airlines keep pricing freedom in normal times, so peak season fares to leisure towns will stay high. Coverage has not said what counts as an extraordinary situation, which leaves room for dispute. In past crises, the government has relied on advisories and temporary caps, and this rule gives that approach a formal basis. We expect the DGCA to issue the filing and disclosure formats before 1 January 2027, and no fare direction under Rule 192 in the first six months unless a major disruption occurs. Confidence: medium.
This is important for our readers because airfares decide how many guests reach hotels in places served mainly by air. If you sell packages with flights, plan to show the full fare break-up from January. Review your package pricing for peak dates this week. Track DGCA notices for the new tariff formats.
